Live up to your promise, Sicherer Hafen München!

Geflüchtete aus Seenotrettung und den Lagern in Griechenland aufnehmen!

Kommt zur Kundgebung auf dem Münchner Marienplatz am Montag 6. Juli 2020 von 17 bis 19 Uhr. Bringt Schilder mit Euren Forderungen mit! Wir gehen solidarisch miteinander um, also achtet auf Abstandsregeln und tragt Masken!

Als im Sommer 2018 im zentralen Mittelmeer dem Seenotrettungsschiff Lifeline mit über 200 Menschen tagelang das Einlaufen in einem sicheren Hafen verweigert wurde und darauffolgend die NGO-Schiffe Lifeline, Seawatch 3 und Seefuchs im Hafen auf Malta mit verschiedenen Konstrukten blockiert und kriminalisiert wurden, formierte sich die zivilgesellschaftliche Bewegung Seebrücke. Auch in München gab es schon Anfang Juli 2018 eine erste Kundgebung der Seebrücke München.

Damals hofften wir, dass unsere Stadt schnell zu einem Sicheren Hafen für Geflüchtete würde. Mit dem Schwung des ersten lokalen Solidarity City Kongress haben wir es ein Jahr später dann auch geschafft. Solidarische Kommunalpolitiker*innen brachten gemeinsam mit Aktivist*innen von der Seebrücke und anderen Organisationen einen erfolgreichen Stadtratsbeschluss auf den Weg. Seit dem 7. Juli 2019 bezeichnet sich München nun offiziell als Sicheren Hafen. Dieser Beschluss konnte im vergangenen Dezember sogar um eine Patenschaft für das Rettungsschiff Ocean Viking erweitert werden.

Trotzdem müssen wir uns jeden Tag erkennen, dass sich die Situation für Geflüchtete an den europäischen Außengrenzen nicht verbessert, sondern deutlich verschlechtert hat, ob auf dem Mittelmeer, auf Lesvos im Camp Moria oder am Grenzfluss Evros. Tag für Tag werden ganz offen grundlegendste Menschenrechte mit Füßen getreten – ob durch Pushbacks der griechischen Küstenwache, die miserablen Lebensbedingungen in den Lagern an den Außengrenze, gewaltsame Übergriffe auf Geflüchtete durch Frontex-Einheiten, die offene Kooperation mit den schönrednerisch „Küstenwache“ getauften libyschen Milizen, die Geflüchtete direkt in Folterlager zurückholen oder durch die Gefahr im Mittelmeer zu ertrinken, weil Seenotrettung dort bewusst und kalkuliert verhindert wird.

Letztes Jahr hat sich der Stadtrat zum Sicheren Hafen bekannt – doch was ist seit dem effektiv passiert? Und noch viel wichtiger: Was plant unsere Stadt für die Zukunft? Ein Konvoi mit Spenden kann Geflüchteten ihre Würde genauso wenig zurückgeben wie eine schriftliche Solidaritätsbekundung. Was wir brauchen sind konkrete Akte der Solidarität und mutige Politiker*innen. Gemeinsam können wir Konzepte der kommunalen Aufnahme weiterentwickeln und auf Landes- sowie Bundesebene voranbringen. So wollen wir unsere Stadtgesellschaft aktiv mit gestalten und für ein offenes, solidarisches München eintreten.

Anlässlich des ersten Jahrestages des Stadtratsbeschlusses zum Sicheren Hafen und dem zweiten Jahrestag der Gründung der zivilgesellschaftlichen Bewegung Seebrücke veranstaltet die Seebrücke München daher am 6. Juli 2020 eine Kundgebung vor dem Münchner Rathaus. Wir fordern dabei endlich spürbare Bemühungen, mit denen die Stadt Verantwortung übernimmt zum Schutz der Menschenrechte in Europa.

Wir wollen auch konkrete Fragen aufwerfen: Was ist der aktuelle Stand des Bündnis Städte Sicherer Hafen? Wie steht es um die Seenotrettung in Zeiten von Corona? Wie läuft die Patenschaft mit der Ocean Viking? Welche konkreten nächste Schritte müssen von der Stadt unternommen werden, um ihrem Versprechen als Sicherer Hafen gerecht zu werden?

Es werden Beiträge zu hören sein zur Situation an den EU-Außengrenzen auf den griechischen Inseln und im Mittelmeer, zu den Möglichkeiten von Resettlement-Programmen und zur Situation in bayerischen Lagern für Geflüchtete, vor allem in den sog. ANKER-Zentren. Außerdem hoffen wir auf Antworten auf unsere oben genannten Fragen von Vertreter*innen verschiedener Fraktionen im Münchner Stadtrat.

In the summer of 2018, with the lifeboat Lifeline with over rescued 200 people on board  being refused to enter into a safe harbor for days in the central Mediterranean, followed by the NGO-ships Lifeline, Seawatch 3 and Seefuchs being blocked and criminalized in the port of Malta, the civil society movement Seebrücke („sea bridge“) was formed.

At that time we hoped that our town would be declared quickly as a Safe Harbour for refugees. A year later with the impetus of the first Solidarity City congress we made it. Supportive local politicians together with activists and other organizations introduced a successful city council decision. Since the 7th of July 2019 the city of Munich calls itself officially a Safe Harbour. This decision could be even expanded by a sponsorship for the rescue ship Ocean Viking.

Nevertheless we have to recognize every day that the situation of the refugees at the European external borders has not improved but evend worsened, whether in the Mediterranean, on Lesbos or at the border river Evros. Fundamental human rights are trampled openly Day after day – for example through pushbacks of the Greek coast guard, the miserable living conditions in the camps at the external borders, violent attacks on refugees through Frontex units, the open cooperation with the Libyan militias – nicely referred to as „coast guard“ – who force refugees straight back into the torture camps or through the danger of drowning in the Mediterranean Sea because sea rescue is intentionally suppressed.

Last year the city council has committed himself to being a Safe Harbour – but what has effectively happened since then? A convoi with donations can’t give back the dignity to the refugees just as little as a written declaration of solidarity. We need specific acts of solidarity and courageous politicians. Together we can develop concepts of municipal reception of refugees and promote them on federal and state level. This is how we want to actively shape the society of our town and stand up for an open and solidarily City of Munich.

On the occasion of the first anniversary of the city council decision on the Safe Harbour and of the second anniversary of the foundation of the movement Seebrücke the local branch Seebrücke München therefore organizes a rally in front of the town hall on July 6th. We call for noticeable efforts from the the city to assume responsibility to protect human rights in Europe.

We also want to raise specific questions: What is the current status of the alliance of the towns which declared themselves a Safe Harbour? How about the sea rescue in times of Corona? How is it going with the sponsorship of Ocean Viking? What concrete steps have to be taken by the town to live up to promise as a Safe Harbour?

Contributions will be heard on the current situation at the external borders of the EU on the Greek islands and in the Mediterranean, the possibilities of resettlement programs and the conditions refugees have to live in in Bavarian refugee camps, especially the so-called ANKER centers. We also hope to hear answers to our questions above from different representatives of the Munich city council.
